On May 6th and 7th, the U.S. Department of the Treasury and the IRS hosted hearing in response to comments it received on proposed DAF regulations. United Philanthropy Forum Senior Director of Public Policy Matthew L. Evans joined over 30 different speakers and testified during the hearing.

In response to the recent comments the U.S. Department of the Treasury received on proposed DAF regulations, the department released a notice of hearing on “proposed regulations regarding excise taxes on taxable distributions made by a sponsoring organization from a donor-advised fund (DAF), and on the agreement of certain fund managers to the making of such distributions.” On Monday, April 29th, Treasury published the agenda and list of confirmed speakers who will participate in the hearing, including Forum Senior Director of Public Policy Matthew L. Evans.

On March 18, 2020, the Forum signed on to a second letter that asks Congress to provide an infusion of $60 billion in capital to America’s charitable nonprofits to maintain operations, expand scope to address increasing demands, and stabilize losses from closures throughout the country.

On March 12, 2020, the Forum signed on to a letter to Congressional offices outlining why nonprofits must be included in COVID-19 stimulus package legislation. This letter highlighted practical policy examples and solutions for Members of Congress to think about when drafting legislation. On March 14, 2020, the House passed H.R. 6201 that ensured that nonprofits can use a tax credit to offer paid leave for their employees-one of the requests in the letter.

It also includes graphics for advocating on the Day of Action to post online and ask Members of Congress to co-sponsor the Charitable Act, or thank them for their support.
